Following one year of implementing the ‘Triple Helix’ linkage model in accordance with Resolution 57, CT Group and its partners organized a conference to assess the outcomes and announce two large-scale technology projects, thereby highlighting a new approach to aligning enterprise development with the national strategy.

On the afternoon of December 29 in Hanoi, CT Group, in coordination with the Vietnam Chamber of Commerce and Industry (VCCI), organized a conference to review one year of implementing the ‘Triple Helix’ linkage model under Resolution 57 of the Politburo, and at the same time announced two key projects are the largest UAV complex in ASEAN and the largest near-sea space economy center in ASEAN
Speaking at the conference, The Deputy Head of the Central Commission for Information and Public Mobilization Huynh Thanh Dat emphasized that in order to create breakthroughs in science and technology, it is not possible to rely solely on state resources. First and foremost, it is necessary to bring into play the role of private corporations with strong capacity, vision, and aspirations for long-term development. CT Group’s proactive implementation of the ‘three-stakeholder’ model over the past year is regarded as vivid evidence of the spirit of Resolution 68, and at the same time as an appropriate approach to realizing Resolution 57. This is not merely a response to policy orientations, but concrete action with a clear roadmap and long-term commitments.
Chairman of VCCI Ho Sy Hung stated that after one year of implementation, Resolution 57 has gone beyond policy orientation and has gradually taken root in economic life. Many pioneering enterprises have invested in core technologies, semiconductor chips, UAVs, artificial intelligence, digital twins, biotechnology, and green transformation. Moreover, research activities have become more closely linked with production, commercialization, and international markets. Many high-tech products ‘Make by Vietnam’ have already joined global supply chains.
The Chairman of VCCI noted that the review of one year of implementation and the announcement of the UAV research, testing, and manufacturing complex, together with the near-sea space economy center, demonstrate a new development mindset of Vietnamese enterprises: not merely participating in the market, but proactively entering future-oriented technological fields.
In the coming period, VCCI hopes that more major private enterprises will boldly invest in science and technology; that mechanisms will be put in place to encourage and protect innovation; and that there will be closer coordination among the State, enterprises, and the scientific community.
From the perspective of enterprises, Mr. Nguyen Vo Truong An, representative of Resolution 57 Board of CT Group, stated that immediately upon the issuance of Resolution 57, the Group regarded it as the ‘starting gun’ for a science and technology revolution. CT Group has operated the ‘Triple Helix’ model, working closely with universities and research institutes to nurture knowledge, adhere closely to State orientations, and leverage corporate capabilities to transform ideas into products.
CT Group has shifted from a market-participating enterprise to a builder of infrastructure for new economic sectors, particularly the low-altitude space economy. The Group’s ‘Make in Vietnam’ technology products are currently targeting a number of highly demanding markets such as the Republic of Korea, Europe, and the United States.
In order for the initial results to be disseminated more widely, CT Group proposed that key projects such as the UAV complex, the near-border space economy center, and the science park in Ho Chi Minh City be included in the list of national key projects, while administrative procedures be addressed and streamlined. In addition, the Group expressed its desire to be allocated land and infrastructure for a digital technology zone in the northern region, to benefit from preferential credit mechanisms for core technology projects, and to receive support for trade promotion.
On this occasion, the Central Commission for Information and Public Mobilization awarded certificates of merit to CT Group and its Chairman, Mr. Tran Kim Chung. At the conference, CT Group also officially announced two projects: the largest UAV complex in ASEAN and the largest near-border space economy center in ASEAN.
